Incident tracking - permission levels

A lot of the new metrics presented are using incident flags as a key factor. It would be useful if failure specifics/findings could be placed behind a permission wall. Most field hands do not have the experience/training to properly evaluate failure findings. (Not to mention the consultant/non-employee field hands that are commonly used) Do not want inexperienced hands passing on information that they are not qualified to properly explain.
